Mikhail Iosifovich Rozen.

Mikhail Iosifovich Rozen was born in Mstislavl in 1884. From a young age Mikhail was involved in revolutionary activity. He fought at the battlefront during World War II, was wounded and became a holder of the Cross of St. George.

After the revolution (1918-1919) he was in charge of Novgorod division and other infantry divisions of the South front.

In 1923 Mikhail Rozen held different administrative positions. He was working as a factory director, a magazine editor and held other significant positions. After a baseless charge Mikhail Rozin was subjected to repression in 1937 and shot on October 13 of the same year. He was rehabilitated only in 1956.

Vladimir Mikhailovich Kursky.

Another famous person from Mstislavl was Vladimir Mikhailovich Kursky who was born in 1897 in a Jewish family.

His mother's family name was Tsypin. The Tsypins and the Kurskys lived in Zarechie – a small settlement on the river bank opposite to Mstislavl.

In 1916-1917 Vladimir was in the army. In 1919 he became a military commissar. In 1937 he was a deputy people's commissar of internal affairs. However, he did not hold this position long – only four months. After that he committed suicide.

The official obituary stated that Kursky died after a "short illness of a cardiac rupture". There are claims that at the beginning of March, 1937, Stalin offered him a position of the people's commissar of internal affairs, which he was not ready to take. He could not refuse the offer and that lead to a tragic result.
